Ashley Lynn Marshall is an Assistant Professor of Legal Studies at Quinnipiac University. She is an attorney with 10 years of practice experience in the areas of labor and employment law, employment litigation, school law, energy law, utility regulation, and administrative law. Before coming to Quinnipiac, Ashley was the Legal Director for the Bureau of Energy & Technology Policy (BETP) at the CT Department of Energy & Environmental Protection. At BETP, she represented the state in utility ratemaking proceedings and storm response investigations before the Public Utilities Regulatory Authority. Ashley's practice also focused on issues of energy affordability, and she strongly advocated for the adoption of CT's very first electric low-income discount rate. In addition, Ashley advised BETP on federal and state funding compliance in energy efficiency, solar, weatherization, and health and safety barrier remediation programs. Prior to joining DEEP, Ashley worked in private practice representing employers in employment discrimination claims. She is admitted to practice law in Connecticut.
